Why does the Spanish government want inmates, and where is it going to put them?

One wonders whether the Spanish government read something like this in coming to its decision to take inmates, or whether it was just prepared to trade anything for a chance to reëstablish contact with the US administration. At least if the baddies are rehoused in Barcelona they won’t be short of company. More.
