You can have lease or rent real property, you can hire a car, and you can charter a ship or a plane. This must therefore be a reference to chartering a camel (the ship of the desert). You can see from the photo that those two semi-nomads haven’t got a camel, only a donkey. Hence ‘unchartered territory’. Where’s your problem?
