Ternera has probably done a deal, knowing that is the only way he can avoid spending the rest of his life in prison: Spain and France have agreed not to “catch” him, and he has agreed to help the security services destroy ETA.
That’s the most reasonable conspiracy theory I’ve heard so far.
I agree; maybe the deal started when he ‘managed to escape’?
